The main purpose of this study was to undertake an assessment of therntraining programs offered by FCSC from 1990-1995 E.C. and thereby tornidentify the strengths and weaknesses characterizing this trainingrnprogram and finally conclude by presenting recommendations.rnThe study was conducted in three Ministries and their respectivernorganizations that were selected using stratified sampling technique.rnAll the current Ministries were stratified (classified) based on theirrnsectors (productive sector, infrastructure sector and social sector).rnThen, from the productive sector Ministry of Agriculture was selectedrnrandomly, from the infrastructure sector Ministry of Infrastructure wasrnselected using availability sampling techniques; and from the socialrnsector Ministry of youth, sports and culture was selected randomly.rnMoreover, availability sampling technique was employed in selectingrntrainees from all the selected three Ministries and respectivernorganizations. Based on this, 121 trainees, 20 trainers, 3 training officersrnand 1 training manager were taken using availability samplingrntechnique as an actual source of information.rnQuestionnaire interview and document analysis were used to collectrnthe necessary information. Results obtained were analyzed by usingrnpercentage and one-way AN OVA test.rnThe results of this study indicates that the trainings offered by FederalrnCivil Service Commission (FCSC) didn't take the objective realities ofrnthe respective Federal Ministries and their respective organizations, thernTraining Needs Assessment (TNA) of FCSC didn't base itself on thernresults of performance evaluation, the trainings lack specificrnobjectives, the trainings content selection was up to the neededrnstandard but didn't consult stakeholders, the training environment wasrnso friendly, the selection of trainees and trainers did not base itself onrnclear criteria, the training coordination was found to be great and therntraining evaluation did exist in each training session only at the end ofrnthe program but not while the program is going on.rnThe recommendations made for addressing these issues are includingrnin the study of TNA in as much as possible more sample FederalrnOrganizations, setting specific training objectives, involvingrnstakeholders in training content selection, designing clear selectionrncriteria for trainees and trainers and evaluating trainings while they arernon session.
