The purpose of this study was to understand and assess the practice of educational strategicrnplanning process in woredas of Tigray National Regional State with the intent of suggesting waysrnfor improvement. To conduct this research descriptive survey method was employed. In this regardrnWEO heads, planners, experts, principals, department heads, supervisors, REB process owners andrnplanners, and PSTA were used as primary sources of data for this study. To select WEO heads,rnperformers and planners, PTA, principals, REB Planners and process owners were employedrnpurposive and department heads and supervisors simple random sampling techniques. Likewise therncollected data were analyzed quantitatively by using percentage, mean, chi-square test, and t-test.rnQuestionnaire was the main data gathering instrument whereas interview and document analysisrnwere employed to enrich the data gathered through questionnaires. The findings of the study mirrorrnthat the educational slrategic plan practices in Tigray Region has been characterized by weakrnstakeholders involvement in the strategic planning activities, inadequacy budget, and poorrnutilization of resources, lack of competency of WEO heads to implement the strategies, inadequacyrnof monitoring and evaluation systems, poor motivational incentives given to the workers, and usingrninadequacy or unreliable data were the major problems that affect the successful implementation ofrnthe educational strategic plans in Tigray Region. Based on the major findings conclusions wererndrawn as: lack of meaningful participation of stake holders, relevant planners' knowledge and/orrnexperience found to be weak, inadequacy of resources and there was inadequacy of plan monitoringrnand evaluation system in the selected woredas. Finally, it was recommended that increasing stakernholders participation, expanding sources of resources, providing sustainable capacity buildingrntrainings for WEO heads and planners, creating an independent body for plan monitoring andrnevaluation by indicating what to be stressed for further studies.
