Integrated urban utility infrastructure provision is very essential for the modernity,rnsocial and economical development of urban localities. The efficiency theserninfrastructure provision is determined by the responsive act of policy makers, utilityrnauthorities, municipalities as well as stakeholders.rnConsequently, this study attempted to investigate the issue of municipalities andrnurban utility authorities. It accounted the storm water drainage, electric power,rntelecommunication and water supply utility infrastructure provision problem inrnEthiopian urban localities.rnThe problem principally expressed in terms of the planning and institutionalrndimensions. The planning dimension is characterized by an organic (unplanned)rnnature of urban land and utility infrastructure development basis while therninstitutional dimension of the problem is well expressed by uncoordinated system ofrnurban utility infrastructure provision. Due to these facts the problem resulted inrninefficient use of public finance and urban land, mixing up placement/conflict ofrnutilities, improperly location/arrangement of utilities, damage of properties andrnrelated problems.rnThe process, dimensions and the cause-effect relationships of urban utilityrninfrastructure provision problem and the role of the partners are the major intendedrnareas of the study. In order to investigate this problem, primary and secondaryrncases were collected from the departments of Bahir Dar city Administration and therncity’s utility infrastructure providing authorities and service offices.rnIn general the lack of integrated urban utility infrastructure policy and commonrnstandards, lack of strong link between the land use development and utilityrninfrastructure provision, shortage of institutional coordination and less use of digitalrnmapping technologies are resulted in sub-standardization of the city utilityrninfrastructure. Thus the issue is branded as economical, social and environmentalrneffects. All these resulted in Ethiopian urban localities to have as much comparablernutility infrastructure provision problem as Bahir Dar city
