The main purpose of study was to assess the practices and problems of BSCrnimplementation in Gullele sub city education office and thereby to identity the strength &rnweakness of the BSC implementation of the office and then to provide alternativernrecommendations to the identified challenges. Regarding to the sample size 56rnrespondents were selected and administered. In relation to the respondent selectionrnsimple random sampling and purposive sampling techniques were employed. To this endrnclose and open ended questionnaire were prepared and administered to a sample of 16rneducational leaders and 40 employees of the offices who were involved in the study fillingrnthe questionnaire to provide first hand information. A total of 56 questioners werernproperly, filled & returned. The Results obtained were analyzed by using percentage,rnmean and weighted mean. The results of the study indicated that the BSC was notrneffectively implemented or the reform did not sustained in the sub city education offices tornimprove their performances. The major cases for their ineffectiveness are lack ofrnadequate training lack of commitment and absence of continuous support, adequaternmonitoring and evaluation of the work progress. In general the performance of therneducation office was declining from the previous years. Thus to alleviate the abovernproblems the office needs to arrange training programs for the educational leaders andrnemployees of the sector. The leaders of the offices should monitor and evaluate thernperformance of the employees continuously and organize the team members
