Challenges And Opportunities On Implementation Of The 7030 Student Placement Policy The Case Of Arada Sub City Government Preparatory Schools In Addis Ababa City Administration
The 70: 30 student placement policy that was introduced in 2001/2002 academic years a two - year preparatory (Grade 11 and 12 has been put in to effect for those who are able to pursue higher education. The major objective of this study was to assess practical implementation of the 70:30 student placement policy which has been in place since 2001/2002 academic year. More specifically, the study sought to assess the key factors that influence student’s level of interest, to look into the adequacy of laboratory facilities, to determine whether there are guidelines to assist students passing grade ten, and to examine strategies of the government on implementation of 70:30 student placement policy.rnThe major part of the data was gathered from a total of 343 school principals, teachers, lab technicians, librarians and student respondents who completed a self – developed questionnaire. Additionally, empirical materials were collected from focus group discussions with parent teacher’s student’s association members and relevant documents. The quantitative data were presented and analyzed with the help of version 23 SPSS software. Descriptive statistics (Mean, Standard Deviation, Grand Mean, Frequency and Percentage) was used to identify and summarize significant contributing key factors. The results of the study revealed that the following were the major challenges encountered in implementing the 70:30 student placement policy: lack of proper school facilities, limited community involvement, and absence of internet and computers conducive school environment. In order to improve implementation of 70:30 student placement policy, it was recommended that the government need to allocate appropriate budget, prepare different special trainings for students, teachers, school principals & stakeholders, maintain meaningful parent, teacher and student association members involvement, create suitable school environment and different incentive systems to encourage innovation in the schools.
