The purpose of this study was to assess the behaviors of leaders / deans / andrnorganizational culture in Openo government Poly Technical College of Gambella PNRS.rnThe design used to conduct this research was descriptive survey design. Accordingly, thernprimary data sources for the study were trainees, trainers, ADST and managers in thisrnTVET institution the secondary sources were journals and other documents. Regardingrnthe questionnaires, distributed to sample size of 70 trainees, 20 trainers, 26 ADST and 7rnmanagers. All 123 distributed questionnaires were returned, producing an overall 100%rnreturn rate. Data obtained through questionnaires were analyzed using frequency. Thernfindings of the study revealed that deans come to their leadership position byrnrecommendation and assignment of authority, laissez - faire leadership and risk takingrnand decision making behavior were more and leaders performances was the leastrnbehaviors that perceived. Involvement cultural dimension was more affectedrnorganizational culture by the overall dean’s leadership behavior. In addition there werernstatistically significance relationship between leadership behaviors and organizationalrnculture. Finally, based on the findings and conclusions, recommendations were made onrncoming to leadership position of deans/leaders to be according to the merit based onrnavailable criteria to do their work effectively on transformational and transactionalrnleaderships, in turn, encouraging leadership performances, vision and goal settingrnapproach of leadership. Furthermore, Gambella TVET Bureau is responsible to giverndirectives and guidelines in the cases that whenever shortcomings and gaps are observedrnand the Openo TVET College need to strengthen public relations to create communityrnlinks.rnKEY WORDS; Leadership Behavior and Organizational Culture.
