The objective of this study was to assess the school leadership effectiveness in implementingrnschool improvement programs in secondary schools of Dera Woreda. In this study a descriptivernsurvey design was used with both quantitative and qualitative data. From Six (6)governmentrnsecondary schools found in the Dera Woreda, a total population sample teachers from 127 (118rn) were selected by using multistage sampling techniques. Additionally, 2 secondary schoolrnexternal supervisors, 6 school principals and 7vice principals were selected by availablernsampling techniques. Finally, 6 PTA representatives were included by using purposive samplingrntechniques. The instruments of data collection were questionnaires, semi structured interview,rnobservation and document analysis. The data were analyzed by using frequency, percentages,rnmean and standard deviation. The data gathered through open –ended questions, interviews,rnobservation and document analysis were analyzed qualitatively through narration for thernpurpose of triangulation. The findings of the study indicated low performance of secondaryrnschool leaders in implementing school improvement program domain such as, school leadershiprnand community participation. They also had low performance in the preparation stage of SIP. Asrnthe finding of the study revealed the domains, secondary school leaders of Dera Woreda did atrnan average level were ‘teaching and learning’ and ‘safe and healthy school environment’. Thus,rnsecondary school leaders were not adequately preparing themselves and other responsiblernstakeholders with important financial and material resources before implementation of SIP andrnthese problems in turn affected the implementation of SIP in the secondary schools of thernworeda. Regarding challenges, inadequate financial resources, inadequate man power in thernschools, insufficient and inconsistent communication among leaders and the staff, low level ofrncommitment of school leaders, low support from parents and community, lack of technical skillsrnin school improvement program preparation, scarcity of frameworks and guidelines of SIP inrnschools were some of the challenges of secondary school leaders in implementing SIP. Inrngeneral, as the finding of the study revealed secondary school leaders of Dera Woreda were notrneffective in implementing some domains of school improvement program. Therefore, it isrnrecommended that Woreda education Offices in collaboration with Zone Education Offices andrnR.E.B should give sustainable technical assistance including training for school leaders. Woredarneducation offices in collaboration with school leaders need to enhance community participation.rnKeywords- Leadership, Effectiveness and SIP.
