The major purpose of this study was to evaluate the effectiveness and efficiency ofrnANFEA-E’s Woreda Education Offices Capacity Building Program in selected woredasrnof the Amhara Region. Besides, the training impact, sustainability and best practices andrnchallenges of the program were also considered as basic research objectives. The studyrnwas conducted in four woredas of the Amhara region namely: Qewet, Tarma Ber,rnGubalafto and Habru. The subjects of this study were 16 WEO officials and 10 programrnstaff of ANFEA-E and Pact-Ethiopia. Data for this study were gathered by means ofrnquestionnaires, interview and document review. The sample respondents were selectedrnusing purposive and availability sampling techniques and the data were analyzed usingrnpercentage, and mean for quantitative data and synthesis for qualitative data. The studyrnfound out, among other things, that in terms of achieving the intended objectives of thernprogram WEO officials responded that the program is ineffective while the program staffrnof ANFEA-E and Pact Ethiopia replied highly effective; from the study, it has also beenrnfound out that WEO respondents have no idea about the proper utilization of resourcesrnallocated for the capacity building program, however, all program staff anonymouslyrnagreed that the program is efficient in terms of utilizing resources. The study concludedrnthat the woreda capacity building program was efficient in terms of utilizing resourcesrnand implementing activities with minimum cost and shorter time, but not effective inrnterms of achieving the objectives as required; The study also concluded that there arernsome positive changes on the part of the trainees in bringing performance improvementrnand on the program as a whole. However, the implementing agency does not have impactrnindicators in its PMP and this may create difficulty in measuring the intermediate andrnlong lasting impact of the program now and at the end of the program period; it has alsornbeen concluded that ANFEA-E did not design sustainability and phase out strategy in therninception period of the program. Inline with these findings and conclusions, the followingrnrecommendations were forwarded: the frequent staff turnover and restructuring of WEOsrnhave to be minimized by putting in place proper motivation mechanism at WEO levelrn(like organizing different training and other professional development mechanisms) asrnmuch as possible if the government wants to achieve the MDGs as planned and thernprogram to be effective; ANFEA-E and the donor agency, Pact-Ethiopia, should reviserntheir PMP in the remaining program implementation period and include qualitativernindicators that could gauge the performance of trainees and improved system of WEO inrnmanaging NFE program; mainstreaming the NFE program into the WEO strategic planrnand allocate sufficient budget is one of the recommendations
