Evaluation of the Level of Service Rendered by Functioning Rural Water Supply Schemes:rnCase of Farta woreda of Amhara region, EthiopiarnMebit MitikurnAddis Ababa University, 2013rnAll reports confirm that the rural water supply coverage of Ethiopia have been in strongrnupward trajectory since 1990. RWSEP/COWASH project has been implementing rural waterrnsupply schemes using CMP approach in Amhara region of Ethiopia since 2003. The projectrnhas achieved significant result on rural water supply schemes; functionality, implementationrnrate and community empowerment. CMP related researches confirm that the approach hasrnachieved more than 98% of rural water supply scheme functionality. However, the level ofrnservice delivered by those functional water supply schemes had not been studied so far.rnTherefore, focusing on functioning rural water supply schemes in Farta woreda, the presentrnstudy evaluated the service level using water quantity, quality, accessibility and reliabilityrnindicators, identify determinant factors affecting rural water supply schemes functionalityrnand service level. Comparisons were made on the level of service delivered by those schemesrnimplemented by NGO managed project approach against CMP. The study is both qualitativernand quantitative in its design. Questionnaire, focused group discussion, key informantrninterview, observation, and document analysis are the main data gathering tools used in thisrnstudy. The quantitative data collected were analyzed using SPSS (Statistical Package forrnSocial Science) and presented through tables, graphs and charts where as the qualitativerninformation were precisely narrated. To come up with valid conclusion rural water supplyrnschemes were selected using representative sampling technique. The household survey foundrnwater quantity is the worst to meet the national target, only 1/4th of beneficiaries met thernwater quantity set by the UAP. Design problems, lack of community cohesion duringrnconstruction, monitoring and supervision and environmental problems were found asrnimportant factors affecting water supply service level beneficiaries get from functioning ruralrnwater supply schemes.rnKey words: rural water supply, water quantity, water quality, accessibility, reliability,rnfunctionality and service level/quality
