Measuring teaching competence has become the central theme ofrneducational policies to safeguard the quality of instruction.rnTeachers are expected to play their roles in order to satisfy thernneeds and objectives of their students by providing the bestrnteaching. They need to create positive learning environments.rnThey need to have adequate knowledge in the subject they teachrnand the necessary skills to communicate the knowledge.rnThe main purpose of this study is to investigate the Englishrnlanguage teaching competence of primary school, first-cycle levelrnteachers. The researcher of this study mainly focuses on thernteachers' attitudinal competence. Competence is a wide area ofrnprofessional necessity. Mainly, there are three components ofrncompetence which are essential to be effective in teaching. Thesernare attitudinal competence, knowledge competence, and skillrncompetence. These competences have many sub-components.rnSpecifically, the study attempts to: discoveL--the attitude ofrnEnglish language teachers toward their students, identify thernattitude of English language teachers toward the Englishrnsubject, describe the teachers' view of effective English languagernteaching, understand what the teachers think about arncompetent English language teacher ,and describe w hat thernfirst- cycle level primary school English language teachers lookrnlike in their classes. To achieve the main purpose as well as thernspecific objectives of this research, fuse mainly three instrumentsrnof data collection. These are questionnaire for teachers andrnstudents, interview for teachers, and classroom observation. Allrnthe 16 English language teachers in the two government primaryrnschools first -cycle level are participated in the study. A closedendedrnquestionnaire is prepared for them. This questionnairernconsists of five different parts. A sample of 30 students arernselected randomly from the two schools of primary first-cyclernle vel to fill a closed -ended questionnaire consisting of ten items.rnThese items focus on the English teachers' competence to teachrnthe target language in general, and how they treat their students,rnpositively or negatively.rnTo the interview data, seven English teachers are interviewedrnvoluntarily. The purpose of the semi-structured interview is tornverify the validity and reliability of the teachers' responses of thernquestionnaire items. There are also some general questions aboutrntheir profession, and specific ones about their students Englishrnlanguage learning. During the classroom observations, there arernsix classes observed in the two schools.
