The major objective of this study was to examine the implementation process ofrnEducation Decentralization specifically in view of having the required institutions,rnand their performance, the level and nature of participation of the community, thernfinancial resources made available and its adequacy. To meet the above objectivernconcerned authorities, professionals and community members have beenrninterviewedrnData for the research was collected from primary sources with the help of interviewrnguides, unstructured questionnaire and focus group discussion guides. Secondaryrnsources were equally reviewed. The study was conducted in two Woredas inrnAmhara and Oromia Regional states.rnThe study..Jound ou(,....amonfJ-..Oilie.r:.il:tings,Jli.aL ____________________ _rn1. Woreda Education Decentralization gave the mandate for responsibilitiesrnlike: opening schools; recruit, promote, discipline and dismiss teachers andrnother educational professionals; procure and distribute school provisionsrnwithout prior approval of Zonal and Regional bureaus. The study found thatrnthe power devolved is adequate to undertake the responsibilities ofrnexpanding Basic Education. But the relationship between the WoredarnEducation office and that of schools is mostly characterized by a top-downrnhierarchical relationship.rn2. Both at Woreda Education and scl:tools level there is manpower problem inrnterms of having the relevant capacity to undertake the responsibilities andrnbring change in Education Decentralization.rn3. There is acute budget shortage principally capital budget which is reflectedrnin shortage of school infrastructure, provisions and manpower shortage andrnas a result a tendency of exercising much reliance on the community beyondrnit can afford to tolerate is observed.rnIt was generally recommended that for Education Decentralization to succeed therernis a need to address the capacity of all those involved from Woreda Education tornthe level of schools and equally the budget constraint must be solved if educationrnshould serve as a basis for all forms of development.
