Information is a powerful resource in this ―information age‖. The form and tools to exchangerninformation and data from human civilization and industrial era and to current time is changingrndrastically. Information system obviously played the vital role here. Most cities andrnmunicipalities are currently adopting information technologies in their various activities tornachieve their targeted goals and objectives. Addis Ababa City Government, as well, currentlyrnlaunched a GIS based land management information system and using it to register owned landrnplots of the city. However, the general land and infrastructure management is suffering fromrndifferent problems and challenges. One of these problems and challenges is the crossing over ofrninfrastructures amongst the infrastructure. This crossing over impedes the development ofrninfrastructures of the city and also incurs a significant lose in different types of resources.rnThis research attempted to explore and empirically evidence those problems and challenges, thernmajor sources as well and propose an Information System Strategy as a solution. Mixed methods,rnin which qualitative and quantitative approaches have been employed consecutively in thisrnresearch with a sequential exploratory strategy. In due course, the problems were found to bernrenowned and generated basically from lack of exhaustive information about each of therninfrastructures, poor and traditional way of communication and information exchange, and selfgoalrncenteredness of the bureaus. Eventually, it is divulged that the problems and challenges ofrnthe crossing over can be resolved by formulating and implementing an Information SystemrnStrategy. The key findings that the Information System Strategy solution should comprise arernacquiring comprehensive information, embracing them before getting in to the physical works,rncreating integration with other concerned organs including the involvement of both regional andrnfederal governments.rnTherefore, from the findings and results of the analysis of the data obtained from informalrndiscussion with the executives and experts in the area, interview and documents review, a highrnlevel IS Strategy is proposed and evaluated against utilities it need to posses with the experts inrnthe area and IT professionals in the organizations.
