The relevance e and viability of cooperative approach by forming arnnetwork of existing information service units in the country tornaddress commonly faced shortcomings in agricultural informationrnprovision was assessed and discussed. A review of literature onrnvarious aspects of information networking was made mainly to drawrnup a general framework and basic principles essential to assessrnviability, to determine possible and viable areas of cooperationrnand to establish the particular type of network required. Arnpreliminary survey on problems, resource capability and attitude tornnetworking on the existing information service units in Ethiopiarnusing questionnaire supported by selected interview was conducted.rnThe results revealed shortages in information sources, skilledrnpersonnel, and equipmentrnorganizational structures arernand facility; and cumbersomernwidespread. Standardization andrnbibliographic control tools are also absent. Local publications arernneglected areas. Financial resource limitations are major problems.rnThe information services provided are limited to reading andrnlending services by large. All these are constraints in thernimprovements of the services immediately. Staff willingness tornapproach the existing problems cooperatively was high.rnAlso surveyed with a different questionnaire were agriculturalrninformation users of the surveyed information service units so asrnto assess their reaction to and opinions about the availablernservices which the network could take into consideration as itsrnultimate goal. Although at present books a re the most used, rnjournals and local publications are reported to be in great demand.rnLiterature search, photocopying, document delivery are alsornrequired. The majority are dissatisfied with their informationrnservice units because their information needs are not met. However, rnmany seem to appreciate a cooperative approach to the servicesrnalthough at present many are less frequent users of other similarrninformation units in the country.rnTaking into consideration what is affordable by the existing unitsrnon the one hand and the need to address the pressing problems onrnthe other, feasible areas for a network were identified ,namely, rnestablishing union catalogues of holdings and list of localrnpublications, limited inter library loan, training andrnstandardization with focus on laying the ground for further widerrncooperation leading towards meeting the expressed as well asrngenerally required needs ofrnachieve better standardsrnusers andrnof servicernto assist the servicesrnand resource base.rnRecommendations are made to initiate the network and make itrnoperational.
