The general purpose of this study was to identify the significant factors that affect strategyrnimplementation in the public sector, Ministry of Urban Development and Construction. Thernresearch design was a descriptive survey. The study adopted a stratified random samplingrntechnique to select the sample size. Primary and secondary data‟s were used to conclude thernstudy. Leadership quality, that is lack of proper educational background and work experience,rnpoor managerial skills are unable to analysis cases, problem solving, and decision making are thernmost factors affecting ministry strategy implementation. The ministry too much hierarchy whichrndelays decision making, didn‟taligned with the strategy and also lacks flexibility. Shortage ofrncompetent human & technology, and inefficient utilization of budget which is a hindrance to itsrnstrategy implementation. The communication in the ministry was found inadequate, untimelyrnand one way which didn‟t allow participation of staffs and stakeholders during strategyrnimplementation. Further the ministry had less culture of tolerating new ideas and innovativeness.rnThe study recommended that the ministry should enhance leadership capabilities, employeesrnqualified human resource and avail the required tools and technologies which can foster thernimplementation of strategy. Besides, develop effective communication system to communicaternthe strategy adequately, on time and embracing all stakeholders and staffs. It is furtherrnrecommended that the `ministry should encourage better ways of undertaking and innovationrnwhich can facilitate the implementation of its strategy in an improved manner.
