The purpose of this research is to improve and identify factors that affect public service delivery in Addis Ababa Fire and Emergence Prevention Rescue Authority. Descriptive study designs were employed in this study. Qualitative approaches (interview and observation) were used for exhaustive investigation of the study. The study populations were employees of City Fire and Emergency Prevention and Rescue Authority who works with the authority during 2016/17. A total of 314 employees and 5 key informants were participated in the study. The study is expected to provide information about improving public service delivery and factors that render service efficiency and effectiveness among FEPRA. The findings show that factors that render service efficiency and effectiveness like limited knowledge, attitudes, operational skills, poor communication, lack of financial and none financial rewards, lack of suitable environment, public transport services and absences of well-implemented rules and regulations. The study will help design appropriate intervention strategies on improving service delivery efficiency and similar outcomes by giving clear explanation to different managers and stakeholders.
