The purpose of this study focused on assessing the Public-Private Partnership (PPP) Practices and Implementation Challenges in Ethiopia at the private partner’s viewpoint. To this ending it used the case of “Hidasie Telecomâ€. Hidasie Telecom is a private company PPP implemented through a collaboration of the public partner ethio telecom (ET) and the private partner Hidasie Telecom (HT) to improve national distribution of telecom products and manage and give maintenance service system of the some publicly owned utility (public) company. It evaluates the contextual and operational level of conditions for public-private partnership as expansion strategy. The study is conducted in the descriptive survey method (research type) and it is a qualitative and quantitative research design arrangements. The study used a qualitative and quantitative mixed data type to describe the challenge and practices faced on adapting and implementing PPP in Hidasie Telecom distribution service and exemplify the future research area for farther study. A total of 42 questioners were distributed for those purposively selected employee of Hidasie Telecom Company which is a private partner and all of 42 questioners has filled and returned in the time manner. And similarly ten interview questions which were used as an important informant for private (HT) company officials’ /chief executive officer/ (CEO) and the company PPP Expert. The study discovered that the current conditional level of public private partnership absences having Favorable legal framework, lack of government guidelines and procedures, Prevalence of devoted institution, well organized and committed public agency, destructive risk transfer of government & un clear and Considerable technical, operational and financial risk transfer method to the private party are identified as leading challenge in adapting and implementing public private partnership approach as growing strategy. However, currently adapted and implemented public-private partnership has created a chance to influence private partner expertise, knowledge, capital investment and created an employment opportunity to the Country and citizens. Low level of awareness among the public and private partners in Ethiopia seems to slow down its wide application. To this end the followings are recommended to the improvement future expansion of the modality. The public partner should create awareness for private partners about forms of PPP and framework benefits for the involved parties in the venture and the private partner should improve its capacity in terms of knowledge, labor, technology and resources required to undertake such PPP successfully.
