Today, many developing countries urban centers are facing different problems. Housing shortagernand poor housing condition are the most critical challenge. Ethiopian urban areas in general andrnAddis Ababa in particular are also the part of this problem. The Addis Ababa city governmentrnhas been trying to mitigate this housing problem through Integrated Housing DevelopmentrnProgram by upgrading and redeveloping the city's slum area since 2006.rnTo implement such a huge type of program is challengeable with low capital, inadequate laborrnand lack of comprehensive housing policy. In this study, the researcher investigates thernperformance and challenges of this Integrated Housing Developments Program in Addis Ababa byrntaking Kirkos sub city as a case study.rnTo obtain primary data, purposive and random stratified sampling methods were used whilernconducting a questionnaire survey. The sample units consist of the households that are living inrncondominium houses. First, the housing project sites were selected purposefully, and then thernselected sites are stratified into four strata based on the housing typology. In ;;um, by usingrnlottery method 135 households, forming 15% of the sample frame were selected from all housingrntypology.rnAs per the main finding of the study the IHDP has failed to achieve its major objective in thernplanned time scheduled. The housing project was started with the objective of solving thernhousing problem of the low income and middle-income group. However, the vast majority of thernbeneficiaries were higher income households, and significant number of the houses were rentedrnby being transferred the units to a third party. In providing basic utility and infrastructure, thernproject has positive image, but the quality of the provided utility and infrastructures were notrnsatisfactory. According to the program, the Project office should have constructed 200,000rnhousing units from 2006-2010, but only 39% of the planed is achieved. The program deemedrnmore successful only in terms of generating job opportunities and improving the livelihood of thernoperators. So in or..d er. to make the program sustainable in every aspect, evaluating the programrnand then revising the strategy and objective of the program with the reality on the ground shouldrnbe important. Government should also formulate appropriate and comprehensive housing policyrnthat addresses the housing problem of the urban poor.
