Affirmative Action Practices In The Employment Of Person With Disability The Case Of Nifas Silk Lafto Sub-city Public Service And Human Resource Bureau
This study was conducted to evaluate the application of affirmative actions on the employment of persons with disabilities in Nefas Silk Lafto Sub City. Qualitative research approach was employed using questionnaire and key informant interview. 10 employed persons with disabilities and 5 key informants were selected based on purposive sampling. The researcher was flexible enough to collect additional key informant interview until data saturation point reached. Semi-structured interview was conducted based on interview guide. The result of the study revealed that the Federal Civil Servants Proclamation No. 515/2007 provides special preference in the recruitment, promotion, and deployment, among others, of qualified candidates with disabilities. Even though, Ethiopia has ratified the United Nation Convention on the Rights of PWDs (2006), the practical effort to create employment opportunity for PWDs is unsatisfactory. Government human resource and public bureau has explained that they have no special strategy that supports the recruitment of PWDs. Respondents witnessed that there is few effort to implement affirmative action to support PWDs and women. The research reflects on ways of application of affirmative actions which enhance PWDs employment opportunities.
