The main objective of this study was designed to assess the current state of thernorganization and management of NFST programs provided in e STes. It was alsornintended to identify problems that affect the training programs, and to suggest thernpossible solutions to the identified problems. To achieve this, a descriptive surveyrnresearch method and a mixed research design were preferred. This was selected torncollect both quantitative and qualitative data with in the same time Fume in order torncompensate one 's weakness over the other. To this end, four different but complementwyrndata col/ec:lion instruments such as questionnaires (for coordinators, experts, trainersrnand trainees), semi-structured interview (for Zonal & Woreda MSEIPOs Heads),rnobservat ion in all sample eSTes and an assessment of different and relevantrndocuments(fi-om MSE1POs, ZED, WEOs and fi-om review of related literatures) werernused in the study. The study was conducted infive Woreda eSTes in SGAZ of the ANRS.rnA total number of 128 subjects which include 90 trainees, 10 trainers, 10 eSTCsrncoordinators with their deputies, 12 training experts in Zonal and Woreda /VISEIOs, andrn6 heads of MSEIPOs (I in Zone and 5from Woreda) were selected as a sample throughrnsimple random sampling, available sampling and purposive sampling techniques. Datarnwere analyzed using both quantitative and qualitative techniques. Percentages, meanrndeviations, chi-square test and independenl sample t-test were used to analyze thernquantitative data. For qualitative data, the results of semi-structured interview,rnobservations and document assessment were transcribed and analyses were conductedrnusing words and statements. Though ANRS of MSE1PA in general and the selected Zonernand Woreda MSE1POs and eSTes in particular were striving to play significant roles inrnproviding the non-.formallivelihood skills training, thefinding of the study indicated thatrnmost of the training centers are not peljarming in a beller way as standard. The NFSTrnprograms provided in CSTCs were poorly organized, managed, structured, staffed,rnequipped and facilitaled in human and non-human resources. Because of poorrnorganization and management practices on the training programs of eSTCs and theirrninadequate institutional capacities, the reallaclual contributions of the training centers tornthe local community are velY minimal. Therefore, if is recommended that decisionrnmakers, planners, and other concerned government authorities al all levels us well asrndifferent stakeholders should recognized the role of NFST programs provided in eSTesrnas a short-way means of increasing selfemployment opportunities and job-creation.rnimproving the livelihood of the local communities, and eradicating poverty. Thernconcerned government represenlatives like Woreda MSE1POs should give greatrnemphaSis in order to rehabilitate the training centers of NFST programs by strengtheningrntheir organization and management systems.
