The major purpose of the study was to assess the practices and problemsrnof human resource utilization, assessing the cun-ent practices of humanrnresource utilization, identifying major factors affecting human resourcernutilization in Dire Dawa Provisional Administration education sector.rnTo achieve the purpose a descriptive survey study method was employed.rnIn the study four major groups of samples encompassing 22 principals, 12rnsupervlsors, 156 teachers and 50 administrative and support staffrnparticipated.rnQuestionnaires were the major instruments used to collect data. Moreover,rnanalysis of documents and interviews were used to elicit additionalrninfonnation. Analysis was made both quantitatively and qualitatively andrnit revealed that the practice of human resource utilization in the RegionalrnEducation Bureau was not effective in both teachers and administrativernand support staff utilization.rnIn the attempt made to identify factors affecting human resourcernutilization, inappropriate assignment of both teachers and other workers,rnshortage of competitive teachers and other education personnel, poorrnpractices in teachers and other adminis trative and support staff trainingrnand the like were found to be the major problems. Moreover, failure of thernregional education sector to attract and retain competitive teachers andrnother administratiue and support workers was found to be among thernmajor factors hampering the human resource utilization.rnRegarding the effects of improper utilization of human resource, shortagernof competent and committed administrative workers and teachers, most ofrnthe positions in the education bureau being vacant, most of the workers inrnthe education bureau as well as in schools and most of teachers beingrnaged etc were the major observed effects of improper human resourcernutilization. Simply, these imply that because of its poor practice inhumanrnresource utilization, the education sector was not in a position to attractrnand retain young, energetic and competent teachers and other workers.rnSome practical measures to be taken to improve the practice of humanrnresource utilization were suggested, which would enable the sector tornattract and retain qualified, competent and committed teachers and otherrneducation personnel.
