This study attempted to examine freedom of students to leam by takingrnthe case of Feres Bet General Secondary School. The purposes of thernstudy are to understand students' and teachers' perceptions towardrnfreedom to leam and the factors that impede to implementation of freedomrnto leam.rnA qualitative case study method was used to undertake the research andrnunderstand the phenomenon deeply. Primary data were collected fromrnteachers and students of the school through in-depth interviews . Tornextract the data, which are not visible to participants, and to givernmeanings to what has been interviewed; participant observation had beenrnemployed for more than three months. The participants were chosenrnpurposely based on the criteria of their concem, cooperativeness,rnwillingness, responsibilities, and roles they played.rnTo get valuable data twenty-four participants were interviewed using semistructuredrnand unstructured questions. The data obtained throughrninterview, observation and document analysis were presented in arnnarrative form on the bases of informants' perceptions and interpretationrnof the phenomenon supported by the researcher's reflective analysis.rnThe results of the research indicated that participants had high interest forrnleaming to be freely and they viewed freedom as to be protected withrnlaws, pedagogical rules and regulations and implemented with humanityrnand rationality. However, the practice of freedom to leam was inhibitedrnbecause of the prevalence of human and non-human factors . Lacle ofrnwilling ness and initiation to promote lea mer freedom were the majorrnproblems of teachers obtained from the research. The research resultsrnindicate that lacle of the necessary instructional materials and lack ofrnqualified teachers were setbacks to freedom to leam. Therefore, thernresearch suggested that instead of rushing to feed students simplifiedrninformation it is better to leave leaming to the personal manipulation of thernleamer and it is better to teachers to play the role of facilitating thernsituation for independent leaming.
